VP, Federal Capture & Business Development

Mission

Own the federal pipeline end-to-end — from agency relationship-building through capture, proposal, and award. Take Albright Laboratories from zero federal prime contracts to a sustainable federal book of business.

Responsibilities

  • Build and maintain agency relationships across DoD, DHS, IC, and civilian targets
  • Own the federal capture pipeline in a CRM with stage-gated reviews
  • Lead Shipley-style capture strategy and color-team reviews
  • Negotiate and execute teaming agreements with primes and small businesses
  • Identify and pursue SBIR/STTR, OTAs, GSA Schedule, and CIO-SP4 vehicles
  • Hire and manage Federal Proposal Manager and Capture Managers
  • Represent Albright at industry days, AFCEA, AUSA, and agency forums

Required qualifications

  • 10+ years federal BD or capture at a prime or mid-tier integrator
  • Demonstrated wins as capture lead on contracts >$10M TCV
  • Deep network in at least two of: DoD, DHS, IC, civilian agencies
  • Active Secret clearance or eligibility for one

Preferred qualifications

  • Top Secret / SCI clearance
  • Shipley APMP certification
  • Prior experience standing up a small business's federal practice
  • Florida or DC-metro base
