Federal Proposal Manager (Shipley methodology)

Mission

Run Albright's federal proposal shop using Shipley methodology — color-team reviews, compliance matrices, and on-time submissions that win.

Responsibilities

  • Manage proposal lifecycles from RFP receipt through submission
  • Build and enforce the compliance matrix for every proposal
  • Run pink, red, gold, and white-glove reviews on the Shipley cadence
  • Coordinate writers, SMEs, pricing, and graphics teams
  • Maintain a proposal library — past performance, resumes, boilerplate
  • Partner with Capture Manager on win-theme development
  • Lead lessons-learned reviews after every submission

Required qualifications

  • 5+ years federal proposal management
  • Demonstrated wins on contracts >$5M TCV as proposal lead
  • Strong knowledge of FAR Parts 12, 15, and Section L/M structure
  • Shipley APMP Foundation or Practitioner certification

Preferred qualifications

  • APMP Professional certification
  • Experience with GSA Schedule, CIO-SP4, GWAC vehicles
  • Background managing both LPTA and best-value proposals
  • Secret clearance or eligibility
